Mr. Hubbard specializes in advising financial entities on complex regulatory and enforcement matters related to risk management, governance, and compliance. With over thirty years of experience in financial services supervision and consulting, he helps clients: assess risk management practices (e.g., compliance, credit, enterprise, operational, and third-party); evaluate effectiveness of internal control structures; create talent management programs; prepare strategic and capital plans; and develop remediation plans to address regulatory findings and enforcement actions.

Prior to joining Patomak, during his tenure at Promontory Financial Group, he led transformative risk management engagements for some of the largest U.S. financial institutions. His work included developing and implementing compliance management systems (CMS), issue management, complaint management programs, and third-party risk management programs. For example, Mr. Hubbard assessed, developed, and implemented a CMS, including roles and responsibilities matrix, compliance risk management policy, and procedures for the compliance organization (2LOD) and primary lines of business, including a pre-paid card program, for a top 25 U.S. financial holding company under regulatory scrutiny. He oversaw the development of and training on ten compliance program component areas to 2LOD and lines of business. In addition, his team developed compliance risk monitoring and testing plans across ten lines of business, including the pre-paid card program.

Prior to joining Promontory, Mr. Hubbard protected the interests of consumers and other depositors and the integrity of the banking system for more than two decades through various capacities at the Federal Deposit Insurance Corporation headquarters, Atlanta Regional Office, and in the field. He supervised community and large/complex financial institutions in risk management, consumer compliance, and information technology processes; advised on complex regulatory, enforcement, and application matters; developed policies for supervision activities; and oversaw the development of examiner training curricula.

He received his B.S. in business administration, magna cum laude, from Bryant University.
