David Gibbons
Senior Consultant
Mr. Gibbons brings a unique blend of public and private sector experiences, having served as a Chief Risk Officer, a senior bank regulator, and a consultant and testifying expert. He has over forty-five years of experience in banking and bank regulation and is widely recognized as a leader and expert in matters related to bank supervision, regulatory relations, troubled institution remediation, enterprise-wide risk management, and credit and compliance risk management activities.
Mr. Gibbons currently runs his own litigation support firm performing both litigation consulting and expert testimony. Previously, he was the lead Managing Director for Enterprise Risk at Alvarez, and before that, was a Managing Director at Promontory Financial Group. Prior to that, he was Chief Risk Officer for HSBC Holdings for North America from 2004 through mid-2007. At HSBC, he led the implementation of advanced risk management practices and programs to include advanced credit and operational risk management approaches, economic capital, and enterprise risk reporting to management and board members.
Prior to joining HSBC, Mr. Gibbons served at the Office of the Comptroller of the Currency for twenty-seven years, including as Deputy Comptroller for Credit Risk and as Deputy Comptroller for Special Supervision (troubled institutions), where he managed troubled bank rehabilitation and resolutions in the National Banking System and led the “loss free” resolutions of several of the largest, most complex troubled institutions.
Mr. Gibbons has been frequently published on matters relating to his subject matter expertise. He received his B.S. in economics and finance from Alfred University.
