Mr. Hou advises clients on issues related to payments innovation, digital asset and fintech regulation, and financial stability. He brings over 15 years of experience across the Federal Reserve System and the U.S. Department of the Treasury (Treasury), with deep expertise in banking supervision and regulation, capital stress testing, and financial innovation.

Prior to joining Patomak, Mr. Hou worked as manager at the Federal Reserve Board. As part of the Novel Activities Supervision Program, his team monitored developments in crypto and fintech markets and analyzed their impact on banks.

Mr. Hou previously worked in GSIB supervision, financial stability, and climate policy at the Federal Reserve Board. He authored the Fed’s COVID-19 stress test sensitivity analysis and designed the Fed’s pilot climate scenario analysis exercise. Before joining the Federal Reserve Board, he spent time at the Federal Reserve Bank of New York and at Treasury’s Financial Stability Oversight Council.

Mr. Hou has represented the Federal Reserve in international and domestic fora responsible for setting standards and coordinating policy. His research has been published by the Federal Reserve Board, the Federal Reserve Bank of New York Economic Policy Review, and The New Palgrave Dictionary of Economics.

Mr. Hou received his J.D. from Georgetown University, his MBA from New York University, and his A.B. in economics from Princeton University.
