Mr. Carley advises banks, fintechs, and other financial services firms on a variety of governance, risk management, regulatory compliance, and strategic planning projects. Drawing on over twenty-five years of experience in financial services – including as a federal financial regulator – Mr. Carley assists clients in designing effective compliance and risk management systems and addressing examination findings, matters requiring attention, and formal enforcement actions.​

From 2011 through 2020, Mr. Carley served as Regional Director in the Office of Supervision, Enforcement & Fair Lending at the Consumer Financial Protection Bureau (CFPB), where he helped establish its national examination program. He met with boards and senior executives at some of the largest regional and national institutions, coordinated closely with other state and federal regulators, and oversaw resolution of violations of law and deficiencies in compliance and risk management programs.​

Prior to the CFPB, Mr. Carley led teams performing a variety of examination, risk monitoring, rulemaking, statutory interpretation, and registration functions at the Commodity Futures Trading Commission, Securities and Exchange Commission, and Federal Housing Finance Agency. After leaving public service, he advised clients for several years with the Risk and Compliance Practice at the Promontory Financial Group.​

Mr. Carley received his J.D. from George Mason University’s Antonin Scalia Law School, an MBA from the University of Texas at Austin, and a B.S. in economics from George Mason University. He is designated by the American Bankers Association (ABA) as a Certified Regulatory Compliance Manager, a Certified AML and Fraud Professional, and a Certified Enterprise Risk Professional. He has served as a panelist at numerous industry events, including the annual compliance and risk conferences of both the ABA and Consumer Bankers Association.
