Carol Wooding
Senior Consultant
Ms. Wooding brings over 40 years of experience in the derivatives markets. She advises on regulatory compliance, enforcement, digital assets, and regulatory program development.
In her most recent role, she served as General Counsel for the National Futures Association (NFA), where she oversaw a team of legal professionals addressing NFA-related legal issues, including regulatory development, enforcement, and Commodity Futures Trading Commission (CFTC) registration. Prior to assuming the role of General Counsel, Ms. Wooding led NFA’s regulatory development efforts. Working with NFA’s Board of Directors, CFTC staff, Member Advisory Committees, industry stakeholders, and key staff in NFA’s regulatory departments, she helped shape many of NFA’s business conduct rules that currently govern NFA member firms.
During her tenure at NFA, Ms. Wooding developed strong working relationships with CFTC commissioners and their staff, senior CFTC staff members, and senior staff at various industry trade groups (e.g., FIA, SIFMA, ISDA, NIBA). She also provided technical assistance to key staff of various Congressional committees by working on legislation impacting the derivatives industry and digital assets.
Ms. Wooding’s deep knowledge of the derivatives industry’s regulatory framework and the objectives of its various requirements make her well positioned to advise new entrants, including those developing innovative products. She brings particular expertise in developing internal regulatory programs for new and innovative products, with recent work focused on digital assets and addressing novel issues in the direct clearing model. She represented NFA at the CFTC’s October 2024 Roundtable on Existing, New and Emerging Issues in Clearing.
She was a member of NFA’s Executive Enterprise Risk Management Committee and worked closely with a small group of other senior executives to proactively identify, assess, and mitigate critical threats facing the organization.
Ms. Wooding received her J.D. from Loyola University and her B.S. in accounting from DePaul University.
