Bob Phelps
Senior Consultant
Mr. Phelps advises clients on a variety of regulatory, governance, risk management, and strategic planning projects, with a strong focus on bank cybersecurity.
Mr. Phelps is a former executive from the Office of the Comptroller of the Currency (OCC) and a retired Navy Commander. His broad experience includes leading diverse groups in bank supervision, bank policy, technology, governance, and intelligence operations.
After retiring from an impressive career in the Navy, Mr. Phelps joined the OCC in 1993. He held numerous leadership positions during his thirty-year tenure at the OCC, including Deputy Comptroller. In this role, Mr. Phelps served as Chair of the OCC’s Executive National Risk Committee, which was responsible for identifying systemic risk and implementing appropriate Supervisory or Policy Responses. The OCC’s Semi-Annual Risk Perspective is a direct by-product of the National Risk Committee.
As Deputy Comptroller, Mr. Phelps served on several executive level committees related to bank supervision and internal operations, one of which was the Financial Stability Oversight Council (FSOC), where he was a primary contributor to the FSOC Annual Report. Mr. Phelps also served as Director for Critical Infrastructure Policy. In this role, he coordinated policy and other actions with other financial regulators through the Federal Financial Institutions Examination Council and Financial and
Banking Information Infrastructure Committee that was established by the President’s Working Group for Financial Markets. In this role, Mr. Phelps oversaw agency and interagency efforts to manage cybersecurity risk, including the OCC review of the Cybersecurity Assessment Tool, which was recently released as the Cybersecurity Work Program.
Mr. Phelps received his B.A. in economics from the University of Northern Iowa and his MBA from the University of Nebraska Omaha. He has also completed numerous academic courses with the Navy and Harvard University John F. Kennedy School of Government.
